BACKGROUND:

We know so very little about Courtney excluding what we see directly in-game, so all I can do is go with that.

Basically, it's Pokemon. Pokemon are everywhere, myths are pokemon, supernatural goings on and superstitions are pokemon. It's all pokemon. Omega Ruby takes place in the Hoenn region, focusing on the revival of Groudon by the scheming Team Magma. At some unknown point in time before the beginning of the game, Maxie forms team magma alongside his two loyal admins, Tabitha and Courtney. They've apparently been harassing people for a while before this point as a lot of people mention them, showing they've already quite a reputation before the player starts their journey. Most of their actions are meant to work towards the revival of Groudon, a super ancient pokemon that controls the land and the sun. By reviving Groudon, they plan on reverting it to it's primal state so it has enough power to dry up the seas and create more land, believing that this will give more room for people and pokemon to thrive, bettering life for all of them.

For a team consisting entirely of scientists they seriously are dumbasses, as you can see.

Courtney is the one who discovers the location of the red orb, an item needed for the revival of Groudon, and informs Maxie of this remotely; this causes him to abandon his operation at Mt.Chimney for Mt.Pyre, the location of the orb. The player finally encounters Courtney in person on Southern Island, where she demands they step out of the way so she can obtain the Latiosite hidden on the island. She's stopped by the player and Steven, forcing her to flee but not before she remarks she's a little interested in the protagonist now.

Courtney next appears at Mt.Pyre just as Maxie takes the red orb. The protagonist has every intention of stopping him, only for Courtney to step in and battle them instead on his behalf, merely stalling for time so he can escape and steal the submarine located at slateport. Following her defeat, she telling the protagonist they are now definitely interesting, and that she's even looking forward to seeing them again.

For a third and final time (in the main storyline) Courtney is encountered by the protagonist, once again stalling for time so that Maxie can escape in the submarine they had stolen earlier. However, her interest in the protagonist now compels her to tell them directly she's really interested, and that despite the fact she's stalling for time for her leader, really all she wants to do is engage the protagonist and battle them, motivated by her interest in them. Once she is defeated, she tells the protagonist where Maxie is headed, the seafloor cavern, in order to revive Groudon, even hinting that they should look at towns by the side for information on how to proceed, but if she did know directly how to give chase, she wouldn't tell them.

Although the following happens after her canon point, it's important to note for her in terms of how her character will behave at her current canon point.

So, as it turns out, Courtney had nothing else in life beyond fulfilling Team Magma's goals. She mentions that she put all of her hopes into the ideal of ridding the world of the sea, so without it she's completely in despair. This, unfortunately, causes her to lose it. When we first encounter her again, she's trying to take Wally's key stone, which is an item necessary for Mega Evolution, a form of power-up for pokemon to go beyond even their final form in their evolutionary chain and gain even more power. He doesn't have it as it was already stolen, but she aggressively insists he hand it over anyway, forcing the protagonist to drive her off. She mutters to herself about getting the one her Leader had instead, leaving the scene.

When she shows up again, she tries to take over the mossdeep space center, the location the scientists of Mossdeep are discussing their plan to save the world. See, there's a meteor heading for Hoenn that could do some serious damage, so they plan on launching a rocket filled with energy to the meteor, opening a warp hole that will simply transport the meteor elsewhere (possibly even to another dimension) using infinity energy. Infinity energy is a modern day replica of energy used by the King AZ 3000 years ago in the Kalos region, used to create a doomsday weapon. The energy inside the weapon stopped a war that was going on at the time, but it proved to be more powerful than expected, killing countless humans and pokemon, and it actually ended the war by devastating both sides so much they simply lost the will to fight after seeing how much destruction it caused. The weapon was sealed away never to be used again.

So what does all this have to do with her plan? Well, having lost her reason to live, Courtney throws caution to the wind and intends on destroying the whole planet, having grown to hate the world and everyone that lives in it for ruining the one thing she believed in. The rocket they were planning on using to rid themselves of the meteor contained even more energy than the weapon AZ used, and Courtney is confident that using it properly will cause enough destruction to wipe out the planet and everyone on it. The protagonist battles her a final time and, even despite having claimed Maxie's key stone and mega evolving her Camerupt, she once again loses to the protagonist, her plans foiled.

In the aftermath of the Delta Episode, she returns to the Magma Hideout. With both Maxie and Courtney quiet on the affair, Tabitha simply demands she apologize to Maxie, at which point she becomes upset and apologizes profusely to Maxie for what she did. Maxie accepts on the condition she forgives him as well. He acknowledges his actions were what drove her to such extreme actions, and that he plans on working towards creating a genuine future for humanity, and requests she stand by his side during his plans, an offer she accepts - and then starts sobbing uncontrollably about the whole thing, something even Maxie is surprised about considering she's usually so stoic and...weird.

And that's that.

PERSONALITY:

First and foremost, Courtney is a scientist. Because she's such a weirdo, she approaches other people as a scientist; if someone is uninteresting, she won't show any interest. She'll even describe uninteresting things (or people) as tedious or boring and try to get out of having to deal with them as quickly as possible. So in one word, she's cold. Despite this, for things (again, or people) that are interesting to her, she feels they require further study and analysis. She'll lighten up around them which...unfortunately means she becomes even weirder, even creepy. She'll express interest very directly and even tell them straight up she wants to analyze them further, and tell them what interests her about them too. She treats people as if they're all research subjects, so it's definitely off-putting to deal with her if you're interesting to her.

Despite her cold exterior however, if Courtney shows loyalty to someone, she makes her entire life about them. Her loyalty to Maxie was so strong that when she felt like it was betrayed, it drove her to discard reason and pursue the complete destruction of her world. The thing is that even though she appears to be a cold, stoic robot who occasionally speaks in sing-song, she's driven very heavily by emotion. The official site for the game describes her as someone who is generally indifferent, but pursues her interests tirelessly until she's gotten what she wants from them, be it locating ancient relics, stalling opponents to give her boss time to escape or trying to blow up the planet. If anything, it's a problem that she's too emotional, in that when something happens she can't deal with, she flies off the handle.

Aspects of her emotional side actually shown in-game are hatred and joy. Her hatred is all consuming in that the betrayal she felt from Maxie abandoning his plans festered into a hate that was directed at the entire world around her, lashing out as a result. When Maxie forgives her for it however, she breaks down into loud, childish sobbing, absolutely relieved and overjoyed Maxie has not only forgiven her, but offered her a place at his side yet again for his new plans. She feared being abandoned by him after her failure, so she does take into consideration how other people feel about her, but they have to be someone she completely cares about. People she finds "interesting" are just subjects, so they still don't count.

But this is all hidden beneath her usual behavior, and really only surfaces rarely. Her usual attitude is cold and unnerving, as she speaks in fragments and her vocabulary is very robotic, using words like analyzing, commencing, deleting, etc, sometimes even just saying these words and nothing else. She also occasionally speaks in sing-song for emphasis, and leaves pauses in between words or sentences at random. She's very odd overall, and we get no explanation as to why this is, but she is what she is. Despite this, she isn't actually quiet, and is prone to ramble and talk quite a bit once she gets going.

ABILITIES:

Courtney has no supernatural abilities whatsoever. She's a regular human, and in fact kind of a scrawny weak nerd so the whole game could probably beat her up.

However, she is a genius in terms of book smarts. At the very least she figured out how to replicate the effect of a super ancient weapon and improve on it to wipe out all life on her planet using only a rocket full of energy, so. Go her!
